Rwanda : la Maison Blanche exhorte le président Kagamé à respecter la limite de mandats
La Maison Blanche a exhorté samedi le président rwandais Paul Kagamé à respecter les limites existantes concernant le nombre des mandats présidentiels, après l'acceptation massive par référendum d'une réforme constitutionnelle qui lui permet de se représenter en 2017.
« Les États-Unis sont déçus du fait qu’un référendum ait été organisé avec un court préavis pour amender la Constitution rwandaise et introduire des exceptions à la limitation (du nombre) des mandats », a déclaré la Maison Blanche dans un communiqué.
« Tout en félicitant le peuple du Rwanda pour avoir exercé pacifiquement ses droits civiques, nous regrettons que les modalités pour le référendum n’aient pas donné suffisamment de temps et d’opportunités pour un débat politique sur la valeur des dispositions proposées », selon ce communiqué.
Les Rwandais ont massivement voté en faveur d’une révision de la Constitution qui doit permettre à Paul Kagamé, 58 ans, de se présenter pour un nouveau mandat en 2017 et de potentiellement diriger le pays jusqu’en 2034.
« Occasion historique d’entériner son bilan »
Pour la Maison Blanche, « toute initiative visant à maintenir le président rwandais au pouvoir se ferait au détriment de son bilan ».
« Le Président Kagamé, qui à bien des égards a consolidé et développé le Rwanda, a maintenant une occasion historique d’entériner son bilan en honorant son engagement de respect des limites de mandats fixées lors de sa prise de fonction », est-il écrit dans le communiqué.
Washington s’inquiète également d’une restriction générale des libertés démocratiques au Rwanda.
« Le Président Kagame établirait ainsi une base crédible pour la démocratie au Rwanda, renforcerait les progrès notables qui ont été accomplis pour le maintien de la paix et la prospérité pour tous les Rwandais, et donnerait un exemple louable non seulement au Rwanda, mais à la région et au monde », déclare la Maison Blanche.
Le communiqué ajoute que « Washington s’inquiète également d’une restriction générale des libertés démocratiques au Rwanda ».
« Les États-Unis continuent d’être préoccupés par les restrictions de longue date des réunions pacifiques, de la liberté d’association et d’expression au Rwanda », indique la Maison Blanche.
« Nous exhortons le gouvernement rwandais à permettre l’exercice plein et entier de ces libertés fondamentales alors que le pays se dirige vers des élections locales en 2016, une élection présidentielle en 2017, et des élections législatives en 2018 », ajoute-t-elle.
Paul Kagamé est au pouvoir au Rwanda depuis juillet 1994, date à laquelle sa rébellion du Front patriotique rwandais (FPR) avait mis fin au génocide déclenché par les extrémistes hutu et qui a fait quelque 800.000 morts, essentiellement des membres de la minorité tutsi.

Declaration by the High Representative Federica Mogherini on behalf of the EU on constitutional review in Rwanda
The reform of a Constitution is a transformative process engaging all interests in society, which adjusts norms and rules with the aim of strengthening and adapting institutions to meet contemporary challenges. It is a legitimate expectation of a country to revise its governance.
However, the adoption of provisions that can apply only to one individual weakens the credibility of the constitutional reform process as it undermines the principle of democratic change of government enshrined in Article 23 of the African Charter of Democracy, Elections and Governance. The amendments to the Rwandan constitution recently approved by Parliament - if confirmed by referendum - would give rise to this situation.
The EU strongly supports the principle of democratic transitions, based on transparent, inclusive and accountable processes as laid down in the African Charter. In countries that have consistently respected term limits and allowed for change, societies have become more resilient and institutions more credible. There are many examples for that on the continent.
In this regard, the EU will remain engaged in support of peace and prosperity in the Great Lakes region and looks forward to its continued dialogue with Rwandan authorities.

Kagame must go when term ends: US
Rwandan President Paul Kagame must set an example for his region and step down at the end of his term in 2017, the US ambassador to the United Nations said on Tuesday.
Samantha Power spoke after Rwanda's senate last month passed a constitutional amendment that would allow Kagame to run for a third term in 2017, and potentially remain in power for the next two decades.
“President Kagame has an opportunity to set an example for a region in which leaders seem too tempted to view themselves as indispensable to their own countries' trajectories,” Power told a news conference.
“Nobody is indispensable,” she added.
“We expect President Kagame to step down at the end of his term in 2017.”
A strong US ally in East Africa, Kagame has run Rwanda since his rebel army ended the 1994 genocide and ousted Hutu extremists.
He won elections in 2003 and 2010 and under the current law is due to step aside in 2017 at the end of his second term.
But earlier this year, more than 60 percent of voters signed a petition calling for constitutional changes that would allow Kagame to stand again.
Kagame's aides have insisted that any bid for a third term would be in response to “popular demand.”
Power noted that while there were manoeuvrings in parliament to extend his rule, Kagame had not made his intentions clear.
“We really do expect President Kagame to follow through on the commitments he has made many times in the past to allow the next generation of leaders to come forward,” she said.
Her remarks came as the UN Security Council is moving to stamp out months of deadly violence in neighbouring Burundi sparked by President Pierre Nkurunziza's bid for re-election.
The 15-member council is considering a visit to Burundi to highlight international concern for the country that was torn apart by war from 1993 to 2006.
